PayPal Protection?

Hey, i recently won an item and its a present for a birthday next tuesday, i contacted the seller yesterday and asked if he could post the item out today because i had payed for the item straight away, he hasnt not yet replied and i then checked his feedback and noticed he has failed to deliver on some of his items and refused to produce the proof of posting to the buyers, so sorry for dragging on but i want to know if i can get my money back from paypal if the item isnt deliveredmany thanks
