paypal charged me for credit card chargeback

ok buyer stuffed up and didn't check their statements and did a chargeback. I had to put money in payapl to get it out of the minus.Now it's back in the minus as i've been charged for the chargeback that credit card charged paypal, surely the owner of the card is responsible for this. I'm back in minus again as despite paypal saying i'm being rfeunded they have not refunded and then taken their cut, the prats, excuse me have done it the other way around! Put me in the red, then i assume will refund?How can i get money in quick the account is frozen and i have items selling.
