Non Receipt dispute advice please?

Hello, fellow ebayers, can anyone advise me? My friend is very new to ebay and sent an item to france but it hasnt arrived, about 3 weeks now (she mistakenly sent it to the address listed with ebay not paypal, there were 2 different addresses). The buyer has filed a non receipt dispute with paypal and my friend has answered where necessary. The buyer has not replied to my friends latest reply and she can see that the buyer only has about another week to be able to escalate to a claim. Does this mean that if the buyer dosent escalate by the given time, he will not be able to do at a later date (the funds paid are on hold at the moment), could someone please explain in simple terms what can happen? She did NOT send the item by trackable means!!! Any advice would be very gratefully received! Thank you !!
