pay pal protection

I paid for an item in the middle of july09 by instant paypal. Only to find out that the item will not be posted out until the first week in oct 09. It is for tickets which the seller said he would sent as soon as he received them, at the time he did not state it would not be until oct! Am I still protected through pay pal if I dont receive the item?
