Bought and paid for an item through paypal but have not received it.

I bought a measuring wheel through e-bay"buy it now"on 17.8.09. The item number was 280377143804. E-bay sent a message not to proceed but it was too late as I had already paid for it through paypal. How do I escalate a dispute for an item not received? Please advise. Thank you.
